flamer vs cover save

if i fire a flamer into a squad in cover, could they use there armour save instead of a cover save (as they won't get one)?

If the AP of the flamer is not equal to or less than their armor save, they may take an armor save; alternatively they may use an invulnerable save if they have one.

As long as the Flamer's AP doesn't remove the armor save, the target can use their armor.
