If you go strictly by model height, I'd say about 1/60 — that is, Imperial Guardsmen are about 3 cm tall, so if you assume they'd be about 1.80 m IRL that makes them 1/60th scale.

 

However, the models are actually rather cartoonish so you can't really say they've got a true scale like, for example, model kits do. If I were you I'd start with the 1/60th scale and adjust the actual size of your table's features as seems to fit the models and available room best.

GW scale is between 1/48 and 1/35, and either line of models can work, especially if you are looking into buildings or vehicle accessories . So yes you are pretty close at 1/40.

 

1/60 is more common place when looking at model kits that bandai makes, such as gundams, macross, power rangers etc.
