would the custodes have used jump packs?

Well, they're Custodes. They'd have been able to requisition anything they required.

 

Did they have jump-pack equipped "assault" squads? Unknown. Unlikely in my option, as they weren't a conventional army, rather an elite personal guard mixed with a bit of secret police. Custodes wouldn't have been asked to single handedly win a battle, unlike the Astartes.

I heard the Custodes described as warriors, while Astartes are soldiers. In other words the Custodes tended to fight individually rather than in squads or as an army, whereas that is exaclty how the Astartes typically operate. I'm sure if a Custodes required the use of a jump pack he could have one, but I don't believe it was part of their typical battle regime.

 

As has been previously mentioned, Custodes are usually depicted as personal guard, and tend to garrison places rather than attack them, thereby making the use of jump packs less necessary.

Do you have any references for that or is that just your own interpration? I'm asking because in the collected visions of the Horus Heresy, in the Battle of Prospero a jetbike squad ambushes a force of Thousand Sons in one of the Pyramids there. In the Hands of the Emperor it shows Custodes cavalry armed with lances, and Foot Knights armed with shields, swords, and jumpacks.
