The storm bolter fires at the same rate at all ranges unlike twin-linked bolters. I don't understand how that is logical in any manner but that is what the fluff says about those weapons. I imagine it like this.

Imagine you have your arm out horizontal over a circular path whose radians are marked. As you sweep your arm around the arc from radian to radian the gun fires at each mark.

 

You fire a twin-linked bolter and you get 2 shots at every radian. One from each barrel. This actually fits well into GW's idea of a twin-linked weapon.

You fire one shot at range but if it misses you get to re-roll the hit because a second bolt was fired at the same time. If the first shot hits then we can assume the second misses or hits as well but is otherwise unimportant.

 

Range 24" the bolt pattern looks like this, two bolts side by side:

= (Target)

Range 12"

= = (Target)

You fire a storm bolter and you get 1 shot at one radian from one barrel and then the second shot at the next radian from the other barrel as it alternates.

 

Range 24" the bolt rounds are staggered:

_ -- (Target)

 

Range 12"

_ -- (Target)

 

That's always been my take on the weapons.

I'm going to have to agree with a few other post that special ammo is too expensive to waste on surplus shots. Plus I feel that the shots are soo hot they maybe difficult to control in a boltgun and next to impossible in a stormbolter.

 

I've fired fully automatic rifles and pistols. It's a lot harder than television makes out. Having 2 hands on the gun makes it so much easier to control. Now to further complicate things, the stormbolter has two barrels. Imagine a fully automatic double barrel shotgun with only a pistol grip.

It would be pretty easy to include storm bolter special ammo. In the rules it would only need to state say, for hellfire:

 

R 24" S X AP 5 *, Poisoned (2+)

 

*same as base weapon type.

 

As for the OP-level, as long as they price it correctly, I don't see the problem, really. 10 pts per model to replace a bolter with a SB, for example, would limit how many you could take, but at least it would be an option.

 

Also, it would be cool if tactical termies had the option of buying special ammo. It would go a long way towards making them as attractive as assault termies.

Anyways, I think fluff-wise, it's possible, but unfortunately fluff bends to the might of the (semi-existent) game balance. I could definitely see a storm bolter like that, though changing out the different mags a lot would be problematic, though of course, Sternguard do the same thing.

food for thought. The original Dark Heresy rules which go into alot more detail on weapons the other sources. Put the standard imperial heavy bolter (Ie for guard etc) as uses same size ammo as a marine bolt round is. But the Heavy Bolter pumps out more and the reason a space marine bolter can keep up with it in the killyness level normally is just because the ammo is so specially made. Mind you its abit of a wierd set of fluff in places but Interesting none the less.
