The way the power is described (making the enemy model's blood boil) I would initially have said that cover saves would not be possible, but according to the Rulebook FaQ models can use cover saves against wounds caused by psychic shooting attacks (not agaisnt "effects" such as morale tests or being forced to move etc.). Other saves are not disallowed either by Blood Boil or normal psychic shooting attacks, so yes Cover saves should be good.
