My question to you is what type of list would you like to run? What models do you have ready to use? At a 1000 points i have found a list dedicated to one thing or another, Ie shooting, assaulting or vehicles to be much better then an all comers list. Personally at 1000 Points I have found 2 Assault squads with 2 Melta guns and a Power Fist each, led by a librarian to be an very strong core which can be built off for your specific needs.

I'll put up my DOA based 1000 Point list that has won me alot of games though I find my self struggling against local IG players with it.

HQ

Librarian

Jump Pack

Shield of Sanguinius, Sanguine sword

Elites

2 Sanguinary Priests

Jump Packs

Troops

10 Man Assault Squad

2 Melta Guns, Power Fist, Hand Flamer

10 Man Assault Squad

2 Melta Guns, Power Fist, Hand Flamer

5 Death Company

Jump Packs, 2 Infernus Pistols, Thunder hammer

At exactly 1000 Points I have found it works very well though alot of people here would not use Death Company I find them even in a small squad to be very valuable as a fire magnet and a Hammer unit.

If you want a list thats good against your friend, it would help if you would post his list. If he just runs with obliterators and no vehicles (or just rhinos) I'd take the list above but with some slight changes:

HQ Libby, JP, shield, sword

Elites 2 sang priests, JP, 2x combi-melta

Troops 2x 10 man RAS, Thunder Hammer, 2x plasma gun/pistol

5 DC, JP, 2x power weapon

As Riken said, many would not use DC, and absolutely not Jump packing DC, but I just love those guys!

But if you don't like DC you could go with a Honour guard, JP, Blood champ, 1 pw and a flamer, thats the same amount of points as the DC.

90% of the games I play are between 750 and 1000 points. In my experience at this points level you need to stick to basics. Bodies on the table are really important. So I don't usualy take any of te flashier units like van guard sanguard and stick to 1 priest if you can.

I usualy take a bare bones tactical squad flamer and missile. As it's really cheap and gives you 10 bodies on the field straight up. You can combat squad them to hold 2 objectives as well. I also take a assault squad with 2 meltas pluss infernus pistol usualy with a Chaplin and priest. I usually run these guys in 1 big mob but you can combat squad them so you can still deepstrike the meltas to take out troublesome enemy vehicles. A 4 missile launcher devastator squad is a great addition as well and quite cheap. That should leave you with enough points for 1 more squad or furioso. Honor guard are a good by to as they come with a priest which will save you from buying one. Another good choice are MM attack bikes

Lascannons would be much better for heavy armour or 2+ armored troops, but at that points level you are unlikely to face much of that. The cost difference is significant as well once you buy 4 anyway. I prefer the price and flexibility of the humble missile launcher

@Battlepanda: Not sure if you're looking to build a list to counter your friend's chaos list or just build a competitive 1000 point list, but I've been working (and reworking) a 1000 point list for months now and in the process I've read tons of BA lists posted here and on other 40k forums along with blogs like Yes the Truth Hurts and 3++ is the New Black. Generally speaking there are 3 "themes" to competitive BA list:

Mech BA (MSU assualt squads in razorbacks with baals and predators)

Jumper/DoA (either all jump pack units or jumpers + devs, usually some sang guard, vanguard veterans or jump pack honor guard mixed in)

Hybrid (jumpers behind a screen of rhinos, razorbacks and/or preds - considered less competitive than a pure mech or jumper list)

The problem is that most of the competitive builds in the themes above tend to be 1750 points or higher, and they don't scale well to 1000 points.

Having said that, there are several units that appear over and over again in competitive higher point builds that can be used in a 1000 point build (some of which have been mentioned above). Which units you use really depends on which theme you build your list around (mech, jumper or hybrid). If you're going mech, the 5 man assualt squad (naked or with a meltagun) is your troop choice and probably the only infantry unit you'll need. Most competitive list run 4-6 as the goal is target saturation. At 1000 points 4 will leave room for a couple of preds (ACLC preds are very common in mech list for long range anti-tank).

If you go jumper, the 10 man assault squad with power fist and 2 x meltagun is the gold standard troop choice. Combined with a sang priest for Feel No Pain and Furious Charge this unit is extremely durable and versatile. Two of these units combined with two 4 ML dev squads is a very solid build at 1000 points (BAs get cheaper ML devs, so the 130 point 5 man squad is a very popular heavy support unit). A lot of lists add a Sang Priest to the dev squad(s) for FnP, especially if the jumpers are deep striking as the devs may be the only unit on the board in turn one if going second, depends on your tactics.

If you're going hybrid the 10 man assualt squad + sang priest is still your best troop pick, most competitive builds will run 2 squads behind MSU assualt squads in razors or preds.

Another popular heavy support choice (especially in a hybrid list) is the 2 x TLAC dred (aka "rifleman" dred). This unit is 5 points cheaper than the vanilla SM version.

One unit you will rarely see in a BA list is the humble tactical squad. I have one in my 1000 point list because I had them already when the new codex came out and because as some one mentioned earlier they are great objective holders.

Death Company are a far more controversial pick - most competitive builds shun them as too expensive (especially with jump packs) and too much of a liability due to the rage rule. I'm going to disagree with those above that suggested them with jump packs at 1000 points - most competitive builds only include them at higher point totals (they're better in a transport with an assualt ramp like a land raider or storm raven as they do not have to wait a turn to assualt after disembarking, that way they can not be led away from the player's intended target). If you are dead set on running them at 1000 points run 5 in a razorback with a reclusiarch as your HQ (otherwise run a Librarian as your HQ, never run a Captain, the libby is a much better choice at 100 points).

Wow that's a long winded reply, hope something in there is of some help to you.
