It seems that an Inquisitor of his stature would certainly have this rule which comes standard with all other Lords. Sorry. Wheter it was an oversight or a mistake, no one knows, i would say he should have the Rule, will try to look in any FAQ's for you. Thanks, after reading the book, I've come to the conclusion that Hector Rex is a politically powerful man. However, his combat experience isn't trained enough to allow him to face anything without fear. (Hence the low BS and WS for a special character.)
