Well if you ask me regarding Nikea The Emperor had to be seen to do something, Russ was almost incandescent with rage about the psyker issue and he all but demanded that The Emperor do something so He really did have to be heavy handed because if he was seen to do nothing it would have undermined Him in the eyes of everyone.

One of the problems is i think were are thinking on too human a scale The Emperor may seem like 'He dun goofed' a few times but is it not just some sor of grand plan that others are too small minded to see, something tells me the Emperors plans are so grand that he seems to be missing a few marbles and a few steps but it makes me think that He is working behind the scenes, we see him as weak by what we are told but we dont know what is going on in His mind like you say hes possibly 35k plus years old you cant judge him by a human standard.
