The real problem is that GW figures are not properly scaled — heads, hands, feet etc. are typically far too large compared to the rest of the figure's body. For example, I found that helmets made for 1/35th scale model figures fit GW Imperial Guardsmen quite nicely — or, to put that another way, their heads are close to 1/35th scale … much the same applies to other body parts.

To add to what's been said above, I've always found that O and G scales look closest to WH40K scale when you eyeball it. You just need to make sure that you avoid anything that your eye will easily pick out as being the wrong scale (doorways come to mind). As mentioned above, S scale (1/64th) is the closest in terms of actual scale but GW stuff doesn't really use a true scale.

then again, the space marines are off scale when compared to a guardsman, typical guardsman is 5'6" space marine supposed to be 7'6" but in miniatures, that's hard to pull off, as the marine mini's wouldn't fit in the fig case, or if they made fig case bigger, smaller models would flop around too much, so they kinda flubbed the scale in that way as well as in other ways already described
