This can to some extent be explained as fluff-based decisions but regarding Sky Claws it does hamper them quite a bit unless you really want to take them. Swift claws and blood claws have not been space wolves long enough to get bordeline corupt canis helixes. Sky claws obviusly have, however since they are so wild and just wnat to get into the thick of it they get jump packs and no wolf guard captains will take it on there honour to charge reclesly into melle.
