Plastruct has a WIDE variety of products from: tubes, rods and so on. Completely doable project with what they have available. Not sure of your location but your local hobby shop should be able to get hold of some stuff if they don't already stock it. Hollow square or rectangular tubing as the base for the hammer head, fill the ends with some putty toseal or size and cut from a plasticard sheet if you wish. The handle/staff can easily be made with a rod or hollow round tube. If you use a rod, then an appropriately sized hollow round tube can be used to build up specific areas like the grip haft and so on.

I'm a big fan of their stuff. I've used various products for various projects. Customizing my Klingon Bird of Prey and so on. Very versitile and easy to use. The creativity and elbow grease is all on you though :cuss

Used by professionals and hobbyists, I know it's available in the States but unsure about the UK. They do sell their products worldwide so again, I would think your local hobby store would either have it (or something similar) or have access to be able to order/stock it. They have textured sheets as well as plain ones of different thickness. Cobblestones, bricks, terra cotta roof tiles and so on. I-Beams and so on. Ask around and maybe you can find a local source.

A large number of Warmachine warjack models use hammers, and Privateer Press still sells bits at a decent price (though the shipping is kinda rough). Warjacks are about the size as dreadnoughts and would be pretty good matches.

Cyganar warjacks especially have a lot of hammers
