The point lies in the fact that they are both special close combat weapons with different abilities, which going by what is written in the book you have to choose which to use and so don't get the extra attack. the difference comes from the fact that it states forces weapons have the same effect as power weapons, not that they are power weapons. not only this but also the fact that the different weapons have different rules and so are different weapons.
Consider the Ironclad. It can have both a DCCW and a run-of-the-mill chainfist. They are clearly different weapons although similar, much as the doomfist and the nemesis greatsword. But the Ironclad still gets an +1 attack from his DCCW for his chainfist, although they are different special weapons, if he ,for some reason, wanted to use his DCCW instead he would get an extra attack for that too. Or am I wrong? since they list it in it's attribute I think it is quite clear.

It does seem as though they intend for walkers (and the MC Dreadknight) to have an exception to the normal paired weapon rules, but that is not RAW except for the Ironclad and Furioso + Furioso Libby, IIRC.
