Question: Psykers and Transports

Can a psyker cast powers from inside a transport if it doesnt have firepoints?

For example. a librarian in a stormraven. Can he do shrouding to make the stormraven more survivable? While it seems obvious that something like smite wouldnt work, as that requires targetting that cant be done from inside a box with no firepoints, powers like shrouding/quicksilver/... work on 'every unit within x inches'. I can see how it wouldnt work as the actual librarian model isnt there, but thought I'd ask just to be sure as it would be really cool if it was possible.

What about thinks that dont have any kind of range effect, like a GM in a box using psychic communion?

(on a vaguely related note, does a model with a teleport homer count as 'on the table' when he/she is in a transport?)

You can use non shooting powers inside a vehilce.

You can only use Psychic Shooting powers if the vehicle has (enough) fire points.

Yes, and you measure the 6" from the vehicles hull/flying base.

Additional question: Can a model in reserve use a psychic power? AKA, can a model with Psychic Communion use his power to modify his own reserve roll?

Gw has ruled in previous FAQs (see Chaos Space Marines) that psychic powers can't be used off the table (Example Chaos Sorcerers can not use Warp time while in reserve).

Of course, consistency is not GW's strong point, so it may be ruled legal to use Communion as suggested above.
