GK Librarian can cast spells twice?

I think in this case, it's a case of "If the rules don't say you -can- do it, you can't." If there's no rule allowing you to cast the same power twice in a turn, then you can't. (Also, as GM pointed out, there is at least some precedence elsewhere what implies that you can't.)

 

Actually, the rules do say you can do it. They do not specifically say you can cast the same power twice, but they do say you can cast powers, and don't limit that with any restrictions. The normal restrictive logic of the rules system doesn't properly apply here.

My only issue is with what GM brought up. There is precedence. Which means that at some point in the past, there was an issue with casting the same power twice. I don't know if it holds over, however. (Also, I do agree that in a permissive rules set, officially you can cast a power twice; at the time of my last posting, I was quite a bit beyond drunk, and now I am slightly less so.)

I have a feeling the teleport homer will also be FAQ'd in light of this to affect units being summoned, but until then yah you are right the rules for teleport homer state it only affects strike squads, interceptor squads, and termies. If not then the lack of a reliable deep strike completely ruins my summoner list and Ill cry many tears. ;)
