Sorry dude It dose seem that the lil cloked dude helped Loken see some stuff but that dose not mean Loken is a blank. He says "You're senses are limited. You're mind is blind." I think that there has been a block placed on Loken Mind. When Malcador speaks to the Emperor about the eight Astartes, he says that they have a power that has been kept dormant as per his( the Emp) request. I think the Watch in the Dark undid some of brainwashing done to Loken to repress his abilities. There are those who would point to Tylos Rubio of the Ultra Mariens and say this is the format that the eight will follow. He is Clearly a psyker. He represed his own abilities on the command of his Primarch, this must be what Malcador was talking about. The others must have also self deported their abilities. I disagree. The Honer method works well for the Smurfs. That is their motto. For the Luna Wolves i don't think the Honer method would work. Horus was smart enough to not trust his Son's. He knew were they came from and that they would do what ever it took to get the job done, including using mind powers that the Emperor said was not cool. I think he used mind scrubbing on the Luna Wolves who had the talent. The problem with that kind of mind altering is that it is never perfect. I think that Loken mental conditioning has been unraveling from the start of Horus Rising. Yeah before "Grey Angel" I also believed he may have latent psyker abilities. But no more. When The narrator says that He was no Psyker, i think he was speaking what Loken himself believed. He was not speaking in the first person ala "I am no psyker" but in the third person limited. We hear Loken POV. There is something else that the narrator says that i feel some might be over looking. At 12:39 he says "His near death on the murdered planet of Isstvan III, had given him a hunters instinct for the vile scent of the warps corrupting influence." What follows, his oppiuon of his lack of mind powers is a red herring. Just like when Loken faded to black on Isstvan III, the author wants us to think something that is not true. As someone who has searched for evidences about possible mind powers afoot, i can tell you there is no HARD evidence that Loken is a psyker. So why feel the need to say he is not, right after you imply he may be? This is a head fake, a darn good one. Keep your eyes on the shoulders... I'm not saying ignore it. just don't fall for the same old trick again. Does all this mean that we now have a definitive answer to the original question? NO LOKEN IS NOT A PSYKER!
