Would it be possible to paint a model so that it looked like it was painted messily, but still looked good? As if whoever painted that suit of power armour in fluff terms had done a poor job of it, but the painter of the model does a really good job of making it look messy. Now, if you're talking about Inquisitorial henchmen, who can be all sort of rabble, then that's acceptable. But a Space Marine, loyal or not, respects the venerable machine spirit of his armor too much to come out looking shoddy. In the case of the Loyalists, they'll have serf-artisans paint their armor with religious diligence. In the case of Chaos Marines...well, blood's always a nice, stable color, and you don't even need to thin your, erm, paints as it were.
