SnorriSnorrison
I equip my Cap'n with Infernus Pistol, Powerweapon and Jumppack. I know it costs exactly the same as a Reclusiarch, the boss can do less for his points and doesn't give any buffs to the units he's in or which are around him. However, a Company needs its Captain. It is goddamn fluffy! And that way, he will be able to pop tanks or wound MC quite easily, especially when accompanied by a Sanguinary Guard which also has one or two IP. Add a Librarian to your army and you got your psychic defense(which worked really great in my last 3 games against Grey Knights) and still have a fluffy force. Librarians do not lead forces. Their major role is not even on the battlefield, but rather in the archives of the Chapter, writing its history up, examine new recruits' minds and all that. In my very humble opinion, a Captain is the boss both in fluff and on the tabletop, even if his rules make him less "worthy" in other players' eyes. Snorri Not to mention he looks real cool with power sword and infernus pistol! Sometimes that's reason enough. I've run a TDA captain with TH and SS. It's one of the worst ways to spend points in the codex but he looked damn cool.
