Third Founding-Connection to the primarch?

Hi everyone, I am working on a diy chapter the Iron Angels, and I have decided to make it a chapter without librarians. In thinking about that I thought that it would be a great explanation to have the first chapter master be in some way a witness or connected with the council of nikea and interpret that ruling to mean no psykers. I'm worried though about two things: 1) would that be a time line problem having a marine survive from Nikea to train a third founding chapter? 2) I'm worried about this being a "my marines are sooo L33t!" issue by connecting the founding of the chapter to The Council of Nikea and by extension the primarchs (In this case Rogal Dorn)
I would caution against using the BT. By the third Founding they BTs had already been around for about a thousand years. I am not sure how much the BTs had pissed of the High Lords at this point. The High Lords are not a fan the BTs and would not choose them to train a new chapter.

You don't have to have a founding chapter problem to make them not use Librarians, you can just say that, "The Emperor demands that psykers be sent to Terra or killed, that means our would be psyker recruits too."

 

so, he can actually use present rules to do that. :(
