Depends what is meant by "tanked up"

 

If he's primarily Leman Russ, you're going to have issues doing enough damage against AV14 frontal.

If it's Chimera & Hellhound Spam, you'll do ok.

 

Personally, I'd aim to get in close against IG tanks. They all have weak rear armour and are slow, whilst you have Krak Grenades.

I agree with Koremu, in my experiences the best thing you can do is get close and start jamming krak grenades in anything and everything. You can't out shoot the Guard so getting close to apply bolter shock and face punchings is a seldom a bad idea! Just watch out for Banewolfs while you're doing it...
As you close in - if on foot - keep all bases as 2-inch separation - and arrange as lines, not clumps - it will help vs large S8 blasts from the LR MBTs. Get in close! Bring meltaguns. If terminators, deep strike close on one end of his line and bring cyclones. If you have preds, AC-Las versions might do OK, but don't expect them to last long. Better to have devastators to keep the fire support going.
If you use DS units be really careful with them. I played a game against IG with a daemon list that came on poorly. He massacred his own troops but the tanks for the most part were untouched, till the thirster got on anyway. Each turn my squads came on, a couple large blast templates were enough to end most of the letters and horrors. Just be careful with DS against IG that's all I'm saying :)
Deep Striking shouldn't be too much of a problem. The main problem you have to face is whether you're going to spread out or take the shot, thereby risking a battle cannon on your tightly packed formation. With C:DA the Deep Striking units would be Terminators with assault cannons and cyclones, so you have to ask yourself whether the pot shot is worth the risk or if you'd rather Deep Strike out of sight and spread out to hit next turn. Personally, it'd depend on the weapons. Lots of demo cannons and plasma cannons would suggest you spread out, battle cannons etc you'll be fine taking the pot shot IMO.

Just weather the storm. IG shooting is brutal, and can take a heavy toll on your units. Remember that a single marine can still kill everything in his army, and exploit that fact (like others said: krak grenades are your friend). So weather the storm, and hit him with what's left and you should do well enough.

 

And a Leman Russ Executioner with Plasma Sponsons is your worst nightmare. These babies slay marines like nothing else (even worse against deep striking terminators who are all bunched up in sweet little clusters carrying their "target plasma cannons here" signs).

I play against a friend of mine who is hardcore about the IG. I never had a problem with him until he started investing money into tanks. His tactic is to alternate his Leman Russ tanks with a Vanquisher Cannon with plasma cannon sponsons for anti tank/heavy and a Demolisher Cannon with Heavy Flamer sponsons for group killing.

The first turn of the first game with his new toys his Vanquisher sent a Str 8 AP 2 shell hurtling through the front armor of my Razorback like it was toilet paper and ended up with me rolling a damn six on the damage table; thus killing everybody inside. After that, his plasma cannon sponsons gleefully sent blast template after blast template on to my advancing Terminator squad thus turning them into radioactive piles of goo.

My Predator loaded up with lascannons couldn't compare with that armor of 14. My best chance was to use Assault Squads and deep strike and use their jump packs to get close quickly and use melta bombs on the rear armor. So your best bet is to Deep Strike and have melta bombs on your sergeants. Failing that, try to outmaneuver them and get in some shots on the rear armor. Good Luck!
