As for the crests, get yourself a box of Eldar Dire Avengers (link) and get DIY-ing Ludovic Edit: I'm guessing it's a Regal Blue basecoat, with Ice Blue highlights and a Asurmen Blue wash? The blue is the easiest, simplest thing ever: it's just a regal blue basecoat over a black undercoat, making sure to leave the recesses blacklined, and then two highlights adding an increasing amount of white to regal blue.
