It depends on the chapter you are doing to be honest, if it is a homegrown DIY then you could probably justify something like this but I think the best route is to adapt it to more of a renascence style like lorenzo_ishivar_kain has shown above because of the nature of marines and the rigid factors that define them. In my fan fiction I started a while back the Machine Spirits are actual "spirits" and form a "Pantheon" with the Marine. It's like a self contained brain trust with the marine in control. In short he can do superhuman stuff by letting the spirits do things. Like the Armor is alive and she is his partner. The bolter is another being. His power sword is another being, etc. Together they combine to god like prowess in combat. In addition fragments of past wearers are ghosts in the machine long after their deaths. My idea for the Machine Spirit of the Thunderhawk made it absolutely ridiculous. The Marine Pilot and Gunner interfaces directly with the Thunderhawk like he would his armor and with each other and they're completely trashing air superiority fighters because they're effectively transhumans. The thing is a flying brick but it's got anti grav manipulation and some pretty massive thrust and they're basically immune to G forces so they're doing crazy maneuvers with superhuman reflexes. The Gunner on the other hand is going to town because he's basically running his brain on the Machine Spirit (which is much bigger than a human in terms of processing power if not complexity. So he's targeting every gun simultaneously for maximum kill power and watching the heavy bolt shells as they cut into the enemy lightnings from a first person view. Perhaps the illustration is the Machine Spirit. I'd make her her more classically styled and probably more naked... Maybe a bare breasted Artemis (bow) or Minerva (lance) or Bellona (spear)? Victoria (crown)? Libera (torch)? Justicia (sword)? A Valkyrie? A Nymph? etc. The pose isn't bad. Just the substance. Ditch the uniform throw a half off chiton on it and give her something a bit more medieval to hold. If I had a Stormraven, it would certainly have an image like that on the nose! If I were to collect a fluffy Ultramarine army, however, definitely not. If you like the image, does it work with your army? A whole fleet of cheesecake-adorned rhinos, Gung-Ho marines with messed up on their helmets, Vasquez carrying a Plasma cannon on a damped armature? Top of p.20 of that same codex has the story of Svengar the Red. So, evidence of a fully fledged space marine, and a commander no less, having an interest in that stuff. Go for it. "Rule of cool" trumps all, especially in 40k where it is almost the foundation of the universe ;) As for methods of painting it on, have you considered transfers? I've been looking into printing some out for my Guard and it's not too expensive considering you'll be packing the transfers onto that sheet like there's no tomorrow. It does seem that access to a laser printer is the best method of printing though.
