You've been warned. <3 yea, I get what you are saying but it is sci-fi, and you would think they would have it figured out The fact that it's sci-fi doesn't at all mean they have anything figured out. Consider that their "mechanics" spend as much of their time praying to AIs (known as "machine spirits") as they do actually bending metal parts to fit and that they virtually know nothing about how anything works. 10,000 years of war is not exactly conducive to research funding; really only the first few years of any war sees leaps in tech. Beyond that, resources dwindle and you're scrounging for metal to make bullets and repair armor. The Storm Shields work. Tampering with them is literally an affront to the Omnisiah and the Machine Spirit(s) in the eyes of Ad Mech...and they will not look kindly upon it. It's extremely extremely rare that even they tamper with any STC. Stepping out of the fluff cell and into analysis mode, consider that the aspects of any power, device, or character in any story that make them cool are the limitations and vulnerabilities that they have. Superman is basically invincible except for three notable limitations: the obvious plot device, Kryptonite; the fact that he cannot be in two places at once; the fact that - while he's intelligent - he's not omnipotent, and so his judgments may be imperfect...he may be deceived and use his god-like powers for the wrong thing. Sure, it's cool that he can shrug off bullets with his eyeballs and reverse natural disasters, but what makes him an interesting character is that he's imperfect: he cannot cover all the bases. If you have a model that has a 2+/3++, a Force Weapon, and a Storm Bolter...well, you have Draigo. ;) He wields both a Storm Shield and a Storm Bolter which is mounted to his armor in the GK fashion. Why is he the only one that does this? Very likely it's a balance thing (points cost of both a 24" Assault 2 bolter attack and that 3++ save) but stepping back into the fluff cell, you might guess that it's very, very difficult to wield a storm shield and a storm bolter when trying to both fire accurately and still protect yourself adequately with the shield. Draigo can do it, but he's basically a legend that is kicking Demon-butt on their own turf (something that only the Emperor is supposed to be able to do) so it's not something you can expect rank-and-file to do...even the remarkable rank and file of the GK.
