I like it. He will be a good looking Marshal.

I've never been a fan of Storm Shield and Lightning Claw visually, but I understand its effectiveness. That said, I like the FW shield and the EC is always a good base for conversion.

For blending the tabard, I would recommend taking some Beastial Brown on your brush and brushing the excess onto a paper towel until almost no paint comes of the brush. Then brush over the raised areas of the tabard repeatedly until the colour shows through.

Then do the same thing with Bleached Bone. After that, take just a little Gryphone Sepia and wash the whole tabard. Let that dry completely. Completely.

Last, do the same dry-brush technique, but a little more softly with Skull White.

Try it on a trial model, then try it on your Marshal. Good luck, brother.

Is it me, or does he have 2 left hands? :)

I have personally lever layered a tabard up from any brown tones. However, if there were any other tips i could give you, its your colour palette. You have patches of green, blue and purple which are not seen elsewhere on the model. And to be honest, they are kind of distracting.

Also, practice :P practice and washes :P

Very nice.

To get a nice even blend on the tabard keep the paint thin. Not so thin that it runs into the creases, but thin enough that a bit of the previous coat shows through when it's dry. Be patient too, paints tend to be darker when they're dry, so go slow, do a thin layer at a time and gradually increase the amount of highlight colour with each coat.

Drybrushing as Brother Grius suggested will give you a different effect, grittier and less 'clean', but can also look very cool when done well. Be careful that you don't get paint on other areas though.

Try it on a trial model

This is always good advice.

Even if you want to base them in a grass setting, i would still base them with modeling sand and paint that a basic colour + drybrush beforehand. It will make the grass stand up a bit straighter and it gives more depth to the base. i can also recommend you blow on the grass after you put it on and have left it to dry for a few seconds, it will make it stand up straighter.
