ok so i am guessing that is a bolter for range and a pistol and ccw for assault?

That's right. Of course, you can't fire a Bolter (rapid fire weapon) and Assault, but you can fire a Bolter, receive a charge from depleted enemy unit in following turn, test for Counterattack, then get three attacks per Hunter when receiving a charge (which is as good as an Assault Marine conducting a charge).

Thus, we get the ultimate in flexibility without paying an extra point.

I'm quoting this post, just to feel smug :P

It should be pointed out.. only Grey Hunters get all three weapons as standard. None of our other units have the wargear options to equip in this manner. So Grey Hunters are the only ones capable of making a choice whether to charge with a +1A for extra ccw or to rapid fire and potentially take a charge with Counter Attack, still gaining the +1A.
