Murderous Hurricane Question

Have a question about MH. It says that the difficult/dangerous terrain test if the unit tries to move and the effect takes place even if nothing hits.

 

1) Can MH be cast on vehicles, most notably skimmers.

2) If it can be cast on skimmers, they will have to roll a dangerous test for leaving the terrain?

 

I ask because I have a friend who plays Necrons and likes to cheese with the Command Barge sweep attack by constantly moving flat out over units.

Yes you can use it. I have hit Tau Devilfish with it. So once hit if he moves that turn he will have to make a DT test. If he rolls a one he is immobilized.

You do not have to hit in order to afflict the target with the dangerous terrain rule, just target them and successfully cast the power. Just FYI.
