So the part in the codex that says each claw hits 4 times is just used to describe re-roll for failed to hit/wound?

No, lol. Like was previously said, 2 attacks basic on the profile... +1 for the 2nd Claw, and +1 for the charge... if you charge. Making a total of 4.

 

You then get to choose to either Re-Roll your failed To Hit rolls, OR re-roll your failed to Wound rolls...

Yes this is a descriptive text to describe what a lightning claw would do outside of the game (fluff). This is how most of the wargear is described. The first part is narrative/descriptive, and the end is usually how it pertains to the game.
