The original reason, if I remember correctly, is that back in the RT days, Leman was a famous commander of the Guard, so they named a tank after him. It wasn't until they fleshed out more of the back story that they made Leman a primarch. It is entirely possible I am misremembering things, though.
years ago I remember reading a bit of fluff that during the Great Crusade the Space Wolves rediscovered the STC templates for the tank, but Leman Russ recognized that Space Marines had no real need for a main battle tank and it was much better suited to the Imperial Guard, so when he gave it to them they named it in his honor.
Nice! Wish I had one when my mate trounced me with his orks.

Get a whirlwind- for 40% of the price it always killed them better than the Russ did.

 

Also, I gotta say- I love guys that are new enough to think an idea isnt old :) and are smart enough to say it.

It looks like your GW link is broken, was this from the Games Workshop website originally? I do love the bit that reads Any model may exchange its heavy bolter for: Heavy Bolter free. A bit redundent prehaps. :huh:
