Wait, sorry, I think I just figured out which question you're actually asking...

"Psykers can use one psychic power per player turn.", BRB, Pg.50

"Codex: Grey Knights uses Mastery levels, shown in brackets after the Psyker special rule, to determine how many psychic powers a character can use each turn. For each Mastery level a character has, he can use one psychic power per turn.", C:GK, Pg.21

"Q: Can a pysker attempt to cast the same psychic power more than once in a turn? (p50) A: No, unless the psychic power itself specifically allows it.", BRB FAQ

The first quote gives you permission to use one psychic power. The second quote gives some models permission to use two psychic powers. Note: two psychic powers not one psychic power, twice. The third quote clarifies this.

I think the problem comes not from the how many powers can a GK psykers use , but from the fact that some psykers can use psychic powers in phases which technicly could mean they end up casting a psychic power twice in a single turn [where turn =both players phases].

that is legal. Turn always means player turn not game turn, so a librarian coudl cast quickening every player turn if he wanted to.

ok, then replace that power with a different one like the +1 strength power (this is what I get for not having a GK codex handy)

He is almost a main stead in an Eldar army. For some reason people don't think they can run Eldar without a Farseer. And it doesn't help that Eldrad is hugely undercost for what he can do.

OP, this might seem like a silly question, but why would you want to cast shrouding more than once in a turn? You cast it the first time your opponent shoots at you and then it lasts until the start of your turn (well, end of his shooting phase in effect).
