Do you measure directly from the psyker's base to the base of the closest model in a friendly unit or does the range count as a cylinder touching models? The first method of measurement typically will have shorter range. If so, as an immobile AV14 Transport, you measure the distance of Sanctuary from the hull, or the building itself. If it's Ruins, and just terrain, it's measured form the base of the Libby. Different to if you're on the top level of a Ruin. You can't place yourself on top of a bunker of course, as you can't occupy the same space as a non open topped transport.
