how about a desert themed space marine chapter....they wont use any heraldry other than the Aquila...there stance being that is the only symbol that needs to be represented similar to how we are in the USMC we dont use insignia other than the Eagle Globe and Anchor....the army used all those unit patches and so on....

so there motive being only the emperors insignia is worth displaying....

Surprisingly you have described an old DIY chapter of mine. I had initially wanted to call them the Desert Lions until I discovered that was a canon chapter name. Changed it to Imperial Consuls and added some roman flair to them but use the Aquila as a chapter symbol. I made up some quick fluff. They might not be exactly what you are thinking about as you seem to be focusing on other things but maybe some of my ideas could help you out. Look at my signature if you want to check them out pictures under WIP.
sorry it took me a minute to respond but the theme is "more with less" they train for urban wars and are use to working in small units..

Then what's with the desert raiders?

Desert warfare isn't urban warfare, and Space Marines are meant to be all-zone specialists to a degree, what makes these guys specialize in one area? What is the character of the chapter rather than the environs they prefer to fight in?

Speaking from true life experience small units tactics are all the Same. Urban operations don't change much there are just different tactics to consider. just because there called desert raiders doesn't mean they aren't urban warfare specialist the name reflects there armor color. Secondly how do you explain IF then they are fortification and siege experts but they can fight in any environment, just like my chapter

Real world experience or no, I'm talking about the chapters theme. Whether small unit tactics are the same or not, is beside the point. I'm talking about who the chapter is as a whole.

Some chapters are defined exclusively by their chapter cult, homeworld or history, others by their combat doctrine. Calling them one thing and having them do quite another as part of what sets them apart from other chapters is a little confusing.

It's more about building a narratively interesting chapter than sticking to true-to-life tactics, otherwise a lot of 40k and it's militarised fiction would be thrown out the window anyway.

I'm not saying you're wrong or bad at this, I'm just trying to get at who the chapter really is and what they are about.

The Imperial Guard are extremely over themed. They have Desert Warfare regiments, urban warfare regiments, cavalry regiments, using all different historical themes from ww1 to futuristic, but they are over themed. Space Marine chapters need to be more subtle because the characters individually and the chapters as a whole are extremely unsubtle in the themes they use as the basis for all.

Spartan influence for example is extremely strong, so is the monastic knight influence even in basic or 'vanilla' chapters.
