It says veteran not apothecary. In a Black Templars command squad yes he can. But you have to jump through some hoops first. First the Sgt must be given Terminator Honors, then everyone else in the squad can take Terminator honors. Then you have to buy the apothecary upgrade. Finally because he is a specialist with Honors he can access the Armory and get himself a power weapon. Erm no thats not an option he cant not even in the BT codex, it says "the sergeant may take terminator honours if so he may select equipment from the armoury, if the sergeant has terminator honours than all other members of the squad may be given terminator honours" Page 33 Bt dex thats all (bar the points of course) nothing more nothing less.. Erm, yes! You need to read 1 paragraph up where it says: "All Specialists with Terminator Honors may select additional equipment from the Black Templar Armory..."
