As I said it made little difference, and I didn't mind too much with him putting the terrain in later, but I do feel that some people can intentionally and unintentionally abuse it in both ways. I think as long as you stick to one method or another you're ok. In the example above, it does seem your opponent is trying to have it both ways, which is most definitely NOT kosher. It's why I suggested dice - I'd rather have my opponent put some dice down (or use mine) and define the terrain when it's created (ie when the vehicle blows up), rather than have him not put down anything and then come back later to try and insert terrain only when it might be advantageous to him. OTOH, if we discuss it beforehand and make it clear that no crater=no terrain, I'm ok with that as well. But how many of us really discuss the rules in that level of detail before starting a game? Usually we go over definitions of cover & area terrain, and then we're off to the races...
