Dark Angels question from reading Descent & Fallen Angels

I just finished Fallen Angels and through out the book I kept asking myself did the legion not get the memo on the Council of Nikaea.

 

From 'know no fear' and the garro audio drama we know that librarians were still in the legions but they were just normal foot slugging Marines. How did the dark angels keep librarians fitted with hoods and force weapons, and using powers like it was going out of style.

Simply put, the Lion stops using them after Fallen Angels and bumps them down to regular marines. The execution of the writing wasn't bang on, as the timeline and events brought up in Prospero Burns, A thousand Sons, Outcast Dead, Deliverance Lost, Age of Darkness, Know No Fear and others that bring up the opening heresy, hadn't been written yet. The story meaning isn't lost though, the Lion was meant to follow the Emperor's command (and we recently find out just how much the Lion respects and honours his father). Newer HH fiction shows the Lion complying with the edict.

 

We find out that even several years into the Thramas crusade against the Night Lords after Istvaan V, there are no crusading DA Librarians utilizing their powers. This is actually a great plot point and point of contention in the upcoming novella, The Lion, as Jonson himself makes the choice to go against the edict, for the greater good of their situation, even with his men telling him not to. His reaction to those who question his command is excellent. This is a foil to how Guilliman reacts to the same threat, as Guilliman's choice is very different than the Lion's, but he recognizes how important psychic defense is.

 

We also find out that the Lion has no real investment in Caliban at this time, as he may or may not already know how things will play out there in the long run. One can make the connection that any Librarians operating on Caliban, as Librarians, would be doing so regardless of the edict or the Lion's command.

By the end of the second DAHH book Luther has already decided to leave the Imperium for the good of Calaban so it makes since the he would ignor Nikea entierly. Epecially since he is researching Chaos and seeking to turn that power to his advantage he would know he need psykers to do that.

Well, he could have relied on his navigators, which proved to be effective against them. Just sayin.

 

Are Navigators even trained for combat? I know their warp eye can be very dangerous, but sending squishy Navigators into combat against daemons seems like a very bad idea to me.

In the story, IIRC Jonson had divided his men into six or more teams, three teams led by the Librarians and three teams led by the navigators. Or some such numbers, I don't remember the details. Having the Librarians use their powers against the daemons was definitely an advantage in this situation, but the argument can be made that he could have made due with only the navigators, protected by a guard of Marines, and could have pulled through without violating the Emperor's edict and killing one of his Chaplains.
