DIY Cape

If you want something elaborate (as in spectacularly posed), then I'd say use metal mesh or a wire amature to sculpt over and build it up in layers as you would usually, when sculpting. You could also try using sheet metal or heat formed plasticard as is sometimes done with banners, though the latter might be a bit fiddly for your purposes.

 

Otherwise this or this might work for you if you only want to use GS. If you are going for an action pose you should keep in mind that the material has to be strong/thick enough to support it's own weight, otherwise it might start to sag once it's dried.

Using the flattened putty approach, you can also lay the GS over a wire armature and blend the wire in from the other side with a bit of GS, once the cape has dried.
