On the other hand juiced up mortals do have a nasty habit of punking Primarchs e.g. Temba, Luther, Kor.

 

Space Marines =/= mortals. Jus' saying. Since a juiced up Primarch is able to hold his own against the Emperor and a juiced up mortal can stand up to a Marine, it stands to reason that a juiced up Marine can go toe to toe with a Primarch. All things considered, Champions of Chaos that are more juiced than their equals seem to be fully capable of taking on their immediate betters. Mortals to Marines, Marines to Primarchs, and Primarchs to the Emperor.

Agreed except the part where Kor and Luther being Astartes. They are stuck at the awkward zone between the human and Astartes.

I've always considered them to be mortal humans enhanced to be the equivalent of a Space Marine. Different processes to create the same thing. They're not Marines, but they are roughly equivalent to one.

 

But I could be mistaken in that view. Even if so you can consider the additional enhancements they have to be along the same lines as Temba's blade: An additional boon that pushes them up enough to skip a step.

 

If a pumped up farmer can take out a Marine, and a pumped up Primarch take out the Emperor (though I admit I'm stretching it here, as Horus is more than just a pumped up Primarch), it stands to reason that a pumped up Marine or equivalent thereof can take out a Primarch. In all cases, however, it would take a particularly pumped up being to take out an elite of the next rank, which the Emperor, each of the Primarchs, and the veteran or commander Marines all are. Hence it never being just any Marine/Mortal/Primarch that doing the deed. Though Temba was certainly 'just' a Mortal, his backing by the powers that be (the full favor of Nurgle and likely the support of every other God [it is to get Horus after all], as well as the boon gifted to him by a force equal to that which Temba is set against) means that by the time of Horus' fall he is far, far more than 'just' Mortal.
