What's this...thing...on the Scouts w/sniper rifles sprue?

Picked up a squad of Scouts with sniper rifles, and on the sprue with the cloaks, torsos and ML, there's a gubbin that I can't identify. There are two bedroll-type items, the unidentified thing, and what looks like an ork skull. It looks like an ood skull from Dr. Who. ;)

 

Is it a skull of some sort like the ork skull? I guess it's for basing. What is this thing?

Now does one paint dead 'nids the same color as live ones, or do you paint them skully colors?

I've always thought the 'bedroll' were camo cloaks that were rolled up.
