Draigowing?

I hear tell about these boards, of a Dragiowing force, with only 17 models. I've always liked your elite of the elite shtick, and with a totally finished Black Templar Black Tide under my belt, I was thinking of starting army #2. However, with a small amount of expendable cash, I am looking for a more affordable force, and one that is a bit better at shooting then bog standard Black Templars. Can anyone give me an idea of where to start?

The only time D. Eldar bother me is with Lance Spam and it's not KP. If it's KP, it's still okay because I can survive something the whole game to not get board wiped and limp away with more KP. With Psybolts and Psycannons I can gaurentee killing one thing with a lance per unit per turn just about. I generally focus on taking down those lances first and then anything else.

Draigowing is cheap to buy, and pretty decent vs most armies (ones that pack a lot of instant death causing weaponry will make you cry).

 

My core Draigowing for 1500 points is Draigo, 15 pallies (6 psycannons and a few MCed weapons) and a dreadknight (heavy incinerator, greatsword and personal teleporter). 17 models and 4 killpoints, and I bought it for around £100, though I had to order 3 more psycannons as each 5 man terminator box only comes with 1...
