When he uses the wings he only gets to move as though he was jump infantry, it does not make him jump infantry. So you got to spring for the jump pack, but then you can give him a different power. I think you are getting confused with old rules. As for the OP, the Librarian could join the squad and it would move as fast as the slowest model. There is no such rule (at least in 5th, such may become illegal in 6th). Jump infantry characters can join infantry units, or infantry characters in jump infantry units. Heck its legal for a character to join aunit on bikes. Of course, the whole unit moves at the speed of the slowest so if you fail Wings the whole unit moves as infantry.
