How is Meph in anyway representative as a counts as wulfen lord?

he kills more then lemmy. no one wants a HQ ally special that isnt at least awesome or ultra cheap and awesome . lemmy is non of those two.

You do realise that Lemartes isn't an HQ at all. He is an upgrade for a Death company squad. Just like Loki is an upgrade for Blood Claws.

One thing i've wondered about HQs like Mephiston and The Sanguinor .. They both count as a UNIT and don't have the independent character rule. Does that mean Independent Characters ( those with the rule ) can join the 'Unit' ?

Unless GW has changed the rule that IC's can't join units that consist of a single model, no, they don't.

My idea behind this was quite simple, a rune priest in 13th company has succumbed to the mark of the wulfen, driven mad, and blood lusting, his recklessness lead him deeper into the warp, leading his company to fight chaos wherever it may hide. During a hunt for an artifact of great power, he stumbled upon a shimmering light that lead him into a cave, upon entering he was immediately ambushed by foul cultists. He slew everyone of them, but the smashing of his enemies on the walls around him caused a cave-in, trapping him there for what seemed an eternity. During this time of entombment, he began to attempt to contact his trusty fenrisian wolves but the curse has clouded his mind and made it extremely difficult to attempt any psychic powers. He began to meditate, trying to clear his mind and focus his thoughts. With a bright light shooting from his eyes, he unleashed a power much greater than anything seen before in the warp. He tapped into warp energy deeper than anyone before him, gaining unfathomable strength and foresight. Of course, this unleashing of such a great power took the interest of the chaos gods and they began to send wave after wave of chaos against him and his company, who was also drawn to his power and found him shortly thereafter. The mighty wolves slaughtered all that stood in their way to their beloved rune priest, when they reached the cave, they found nothing but fire and lighting with hundreds of thousands of daemons that lay dead on the ground. The rune priest was in the air, as lighting and swirling clouds envelop him, he brought wrath upon the cursed planet, destroying all taint. The other space wolves were in shock and awe, now calling their rune priest Fjalar, for he brings with him Ragnarok wherever he goes.

So going off of Mephiston's powers and profile:

-Fjalar, upon going such a drastic transformation has become physically and mentally stronger, reflecting in his profile (extra strength, toughness, etc.)

-Fjalar has mastered the ability of flight, using the storms he conjures to hoist him in the air (Wings of Sanguinius), gaining amazing speed and view of the battlefield.

-Fjalar's eyes pierce the soul with the magnificent power of the warp, causing even the most fiercest warriors to second guess the fight about to commence. (transfixing gaze: re-rolling failed hit/wound against the target)

-Fjalar, during the battle of Svartalf, slew a monstrous Khorne beast, the size of a great kraken clad in armor resembling that of a bloodthirster, but this beast was much larger, much stronger, and wielding a sword of warp energy. Fjalar took a shard of this sword to examine, upon doing so it began to grow a hilt, perfectly fit for Fjalar's claw. He now uses this sword, calling upon its great power when the enemy deserves a good lesson. (Sanguine Sword).

-Fjalar still has the beast within, while controlled more, still lusts for blood and strikes with the fury of any true beast (unleash rage).

I'm a horrible writer and story teller, but I think it gets the point across.

Thinking about allies I might use a small Guard contingent (using the Elysian models, maybe the rules if my opponent is nice enough. Games tend to be relaxed around here, with some people still using 2nd ed rules sometimes lol) for holding objectives, meaning the more expensive Wolves can bring the fight to the enemy lol.
