Gloss works well, but for the effect to work better with most metallic paints you need to adopt a high-contrast (NMM style) shading method as well. To get a proper chrome / polished metal effect (mirror finish) you need to prepare the surface properly and use a paint/lacquer you can buff up (Alclad etc). It's a bit of an art, and extremely difficult to achieve on the few parts of a 28mm model you'd want it on.
