If all you're worried about is coming up with a color scheme, a Chapter badge, and then painting, PCA might be the place for you. The Liber Astartes forum is also good, but the focus there tends to be on developing a background and writing an article. I'm a fan of both, but not everyone wants/needs to do those things.
