I believe you misunderstand me. I would say that they could talk to each other and their brothers in the other Unforgiven Chapters, but not to, say, an Ultra or a Guardsman. Their oath is designed to make sure there is no chance that they might accidentally spill the beans so to speak. hopefully that clears it up.

However, it is Aquilanus' chapter, so will let him make his judgement on my idea

No no, I understood that; I mean who are the upper echelons that can communicate with non-Unforgiven outsiders? Say they take to the field with Ultramarines, and a squad from each find themselves fighting together. The sergeant or even a brother from the Ultras is calling out enemy positions/requests that the Angels Squad target a vehicle with their heavy weapons while the Ultras give cover fire. It's all well and good if the Angels just wordlessly follow through, but what if they can't? The Ultramarines think they're being ignored while the Angels shoot at something else, when they should have gotten an answer like, "Negative, Marine, incoming assault units on our right, we need to concentrate fire!" So that sort of thing has to be conveyed quickly, y'know? Can the Angels Sergeant respond to that, or is he not high enough up to be free of the vow?

I mean I really, really like the idea of the vow of silence, and it'll be exciting if Aquilianus includes it, but it'd be bad if it mucked up the battlefield, so execution is key.
