Stripping and repainting Old Gw Terrain

I've recently come across the opportunity to get both of these terrain pieces off Craigslist for a really low low price.

Despite the fact that I'm not really looking to build a huge terrain collection right before I graduate college and potentially move anywhere in the world, these pieces are too nice and too cheap to simply pass up.

 

Also, the above pieces are not the one's I'm purchasing, those pictures are just ones I found online. Both have been badly painted and based, to the point where I would need to strip them before painting over them would be an option.

 

Some questions to the more experienced hobbyists of the community.

 

-What the hell are these made out of? Resin? Foam? Rubber?

 

-If they're made out of foam or rubber like some of the old citadel pieces are, can I spray-paint them without damaging them?

 

-What's a good way to remove basing without marking up the model? There's some pretty heavily applied flock and static grass and I want to make this an urban piece, so simply flocking over it isn't an option.

Those terrain pieces were made out of an injected foam, and I don't think that there is much you can do to strip those without ruining them. I could be wrong about that though. The original pieces were sold pre-flocked/static-grassed and painted pretty much as you see them in the pictures below. There wasn't much of a paint job on them to begin with. If you are going to paint over that, you probably are safe with spray painting over the top of the paint that is already on there, or just taking a brush and going at it from there. Acrylic paint sticks just fine to the gray that is presented in your pics.
