I think he's implying that it's not going to be worth using. The sorts of enemies against which fear makes a difference in the outcome of the fight are either marines or other race's close combat specialists, and these tend to have fearless. Most of the non-fearless, non-ATSKNF units in the game are going to get mulched by a biker assault even without Fear, so there's just not much point.
