I think its more of a matter which marks of power armour are allowed, namely mark II, III, IV, V and VI (in limited numbers). Mk. VII and VIII don't exist yet. Not entirely sure if assault cannons and storm bolters exist yet either. So converting models to those armour marks would be allowed, afaik (link for that earlier in the thread).
