Vindicators on the move

You can snap fire kraks, but not frags.

Which is a basic rule about embarked passengers. However:

When a fast vehicle moves 6" it counts as stationary for the purposes of firing weaponry, which is an advanced rule used for Fast vehicles.

So which one is correct?

But a unit of Infantry isn't a Fast Vehicle, so they can't benefit from the rules for Fast Vehicles.

It is, however, embarked on a fast vehicle that treats all shooting as stationary if it moves.

So you're saying that this doesn't matter?

Yes.

Models firing out of a vehicle that moved at Combat Speed count as having moved that turn. Models firing out of a vehicle that moved at Cruising Speed can only fire Snap Shots that turn.

The rules for Fast Vehicles do not change the above, they only modify the section on Shooting with Vehicles (page 71).

Not strange really. The vehicle is specially adapted to fire quickly on the move. The squad however is trying to shoot from a moving vehicle, which has no special adaptations to allow them to do so.

For the sake of argument lets say Tactical Squad A is embarked on a C:SM Rhino, and Squad B is in a C:BA Rhino. Under your argument, Squad B would be able to fire more accurately than Squad A dispite both moving at the same speed, even though there's no difference between them.

Fluffologicaly, the lucifer pattern engines are more efficient.

This means the standard cooling system is under utilised.

This spare capacity can be used by the guns to increase their rate of fire / accuracy (overclock targeting processors or some such)
