Secondly, I appear to having something of a brainfart... Page 7 'Setting Up' 'Each player starts the campaign with five flags...' - I'm clear on this, but then we get to the 'Fighting Battles' bit and the second paragraph - 'at the start of a turn, starting with the player with fewest flags...'
