Or can you choose to stick with just the one? The rule saos "This being the case if you're playing a game of 2,000 points or more, you can take an additional primary detachment." The use of the word can means that you have the option to, not that you must. So you are free to stick with your singular detachment, but if your playing 2000 pts then 4 troops and 2 hq's isn't a major dip in the pool if you want double all the cool stuff.
