Specifically, it seems to encourage sacrificing the bearer, which doesn't seem overly fluffy. Also, if you're down in a game by one point, you could purposefully try to cause the BCB's unit to take casualties from dangerous terrain tests, put the wound on the BCB bearer, have the banner immediately surrounded by a scoring SG unit and win the game by one VP.
