what army are these bits for? Are these playable?

Wow Thank you that was fast and with that said; one quick google search brought me to this cool article. Bell of Lost Souls covered it well. Neither worth the points but both look awesome and would be nice to have just for looks in my Salamander army.

Yes there IS such a weapon as a hand-flamer (it just hasn't appeared in the game for a few editions now and only a select few units could ever use them).
Sisters were the last army to have them on their jump-pack troops (pairs counted as twin-linked).

Might want to check out Codex: Blood Angels if you believe this. As plenty of units in there have access to hand flamers.

As a BA player I find hand flamers fun and exciting. They are great for spamming wounds.

For example: An assault squad I have uses 2 flamers with the sgt using dual handflamers (gunslinger) and an attached JP priest with a handflamer. It's great for torching IG who like to hide behind defence lines.
